Commissioner Rodriguez was awarded as “Most Outstanding Public Servant” for 1999 by the Consumers Union of the Philippines at Kalayaan Hall, Malacaňang for his uncompromising stand against graft and corruption.

He was named “Outstanding Public Servant of the Month (OPSM)” by former Senate President Ernesto M. Maceda in his column Straight to the Point in the Philippine Star of September 26, 1998 citing his all out drive against human smuggling and corruption in the Bureau.

The Bureau was listed as number one of twelve top performers among government offices in 1999 by Rep. Apolinario Lozada, citing the success of Commissioner Rodriguez in reversing the bad reputation of the Bureau.

Based on the December, 1999 survey of the Social Weather Station (SWS), the Bureau was removed from the list of the top twelve corrupt agencies. The survey revealed the changing perception of the general public with regard to the Bureau of Immigration, as a result of its reforms in the bureaucracy and its efforts to improve public service.

Commissioner Rodriguez was given a Citation by Director Louie Freeh of the Federal Bureau of Investigation of the United States in 2000 for the arrest in Manila and deportation of American Mark Anthony Lewis, a high profile fugitive who raped eight Asian women and one Hispanic woman in Chicago, USA.

He was likewise given a Citation by the Federal Republic of Germany in 2000 for the arrest in Cebu and deportation of Klaus Detlef Schliencamp, then Europe’s No. 1 fugitive, who stole almost One Billion US Dollars from the German banking industry.

Commissioner Rodriguez was awarded as “Most Outstanding Bureau Chief” by no less than President Estrada in Malacaňang in 2000, citing his successful fight against human smuggling syndicates, corruption and fixing in the Bureau.
